児童労働撤廃国際年「2021年アクションの誓い」を提出しました

ILO（国際労働機関）は、児童労働を2025年までに撤廃するために、2021年12月までに達成できる「アクション」を表明することを呼び掛けています。それにこたえて、児童労働ネットワークは、日本政府への政策提言、院内セミナー開催、啓発キャンペーン実施などを通して、日本における重要なステークホルダー（政治家、政府職員、ビジネス、労働組合、市民社会組織、市民など）が児童労働問題への理解を深め、SDG 8.7達成のためのアクションを強化するという誓いを表明しました。

【タイトル】

日本の主要なステークホルダーに児童労働撤廃のためのアクションを起こすように促す

【概要】

児童労働ネットワークは、市民社会組織と労働組合から構成されたネットワーク団体で、アドボカシーと啓発活動を行っている。日本では児童労働は、政府の政策において優先順位が高くなく、人びとの関心も高くない。児童労働撤廃国際年という機会を生かして、児童労働ネットワークは、政策立案者や人びとに対して行動を起こすように主にSNSを通して働きかけを強化していく。

【実施内容】

児童労働ネットワークは、日本政府に以下のアクションをとるように働きかける。

- Alliance 8.7へパートナーとして参加する

- ODAの中で児童労働撤廃のための資金を増やす

- 児童労働の予防と撤廃のために、サプライチェーン透明化や公共調達の法整備を行う

- ILO第182号条約（最悪の形態の児童労働）に則り行動計画を策定し、日本の児童労働に取り組む体制を構築する

- 日本国内の児童労働について問題を把握し、対策を講じる

また、次の活動を行う。

- 児童労働撤廃国際年を広める院内セミナーを開催する

- SNSを通じた啓発キャンペーンを6月に実施する

- 6月12日にオンラインイベントを開催し、参加者に「2021年アクションの誓い」を表明することを促す

【児童労働撤廃への貢献】

児童労働ネットワークによる活動（アドボカシー、セミナー、キャンペーン）を通じて、日本における重要なステークホルダー（政治家、政府職員、ビジネス、労働組合、市民社会組織、市民など）が児童労働問題への理解を深め、SDG 8.7達成のためのアクションを強化する。

【広報】

児童労働ネットワークのウェブサイトやSNSで、児童労働撤廃国際年の特集を掲載する。そこでは、イベントやキャンペーンの情報、およびILOやAlliance 8.7からの情報を提供する。また、タグボードをつくり、さまざまな人たちが表明した「2021年アクションの誓い」を掲載し、アクションを喚起する。

Encouraging major stakeholders in Japan to take action toward the elimination of child labour

◆ Describe your 2021 Action Pledge

The Stop Child Labour Network consists of civil society organizations and trade unions that conduct advocacy and awareness-raising activities. Child labour is not an issue that is high on the agenda neither regarding the Japanese government nor the Japanese public. Leveraging the International Year for the Elimination of Child Labour, we will scale-up our campaign against child labour to push policy-makers and people to take action, primarily through social media channels.

◆ How will you implement your 2021 Action Pledge?

The Stop Child Labour Network will advocate to the Japanese Government to take the following actions:

- Become a partner of Alliance 8.7;

- Increase ODA funding for programs relating to child labour;

- Strengthen national legal frameworks regarding supply chain transparency and public procurement for the prevention and elimination of child labour

- Formulate an action plan on the elimination of the worst forms of child labour, following ILO Convention No. 182, and establish a system to address child labour in Japan; and

- Identify and address child labour in Japan

We will also conduct the following activities.

- Organize a seminar to promote the International Year for the Elimination of Child Labour, targeting policy-makers and the media

- Conduct an awareness-raising campaign in June via our social media channels

- Organize an online event on June 12th encouraging participants to make a 2021 action pledge

◆ How will your Action Pledge contribute to ending child labour?

Through our activities (our advocacy work and organization of a seminar and an awareness-raising campaign), important stakeholders in Japan, such as policy-makers, government officials, business and labour organizations, CSOs and citizens, will deepen their understanding of child labour issues and advance their own activities towards the achievement of SDG 8.7.

◆ What sort of content will you produce to communicate about this 2021 Action Pledge?

CL-Net's website and social media channels will be dedicated to the theme of the International Year for the Elimination of Child Labour. We will provide information on our various events and campaign, as well as distribute information published by the ILO and Alliance 8.7. We will also create a Tagboard for people to see others' action pledges with the aim of inspiring them to take action.
